Hello all,
I am so sorry it has been so long since my last update – our office was closed last week and so I watched with absolute horror from afar as the cruel disgusting bill passed. I almost can’t wrap my head around the scope of it and am frankly terrified of the increased resources being given to ICE.
I wish I had something hopeful to say. Or something new or more we could do together about it. I am looking out for potential mass actions and looking to our friends who fight for healthcare, immigration, and food justice to give us our roadmap forward.
In the meantime, we’ve got some urgent items related to youth homelessness to share. First things first, here is the registration link for Office Hours on Tues, 7/15 from 3:30-5:00 PM:

Looking forward to seeing anyone who wants to come ask questions or be in community after a month hiatus.
Now for the updates:
- The Runaway and Homeless Youth Act (RHYA) Notice of Funding Opportunities (NOFOs) are out…and they are a hot mess with a 2 week deadline. National Network for Youth summarizes the issues here: https://nn4youth.org/2025/07/10/14-day-deadline-for-rhya-nofos-puts-programs-at-risk-street-outreach-eliminated-as-standalone-program
- We are working on a legal analysis of the new requirements and changes. If you are a NN4Y member, they are likely going to have a members-only webinar on Weds 7/16 at 1:30 PM ET to discuss the NOFOs. If you are not a member, you are welcome to come to our Office Hours on Tues to discuss. I will also share the analysis to this group as soon as I have it.
On a more positive note, I wanted to share a fantastic training opportunity also happening on July 16 at 11am PT / 2pm ET. Southern Legal Center for Youth is hosting a virtual Gender-Affirming Legal Care for Youth training. Through storytelling, data, systems analysis, and real-world legal case examples, participants will explore how to disrupt bias, support inclusive legal advocacy, and build toward an equitable future for youth navigating identity, justice, and care. Register here. The training was created by and will be facilitated by gender-expansive young adult, Princess Jauan T. Durbin, Interim VP of Programs and Partnerships at Southern Legal Center for Youth, with support from Liz Harding Chao, MPA, Founder & Board President at Southern Legal Center for Youth.
Finally, here are some action items from SchoolHouse Connection re: preserving Education of Homeless Children and Youth (EHCY) funding:
The President’s FY26 budget proposal would eliminate EHCY funding — putting supports like these at risk. It’s only a proposal, but it’s a reminder of what’s at stake. Your voice and advocacy matter. Here’s what you can do:
- Contact Congress. Take action to protect education support for over 1.4 million students.
- Share your story. If EHCY has made a difference in your community, we’d love to hear it.
- Stay informed. Follow our federal policy tracker for updates.
Talk soon,
Katie
